Peranan Organisasi Solidaritas Perempuan terhadap Nasib Buruh Migran Perempuan, 1990-1998

Abstract


Penelitian ini bertujuan untuk menelusuri peranan organisasi non-pemerintah Solidaritas Perempuan terhadap nasib buruh migran perempuan kurun waktu 1990-1998. Metode penelitian yang digunakan pada penelitian ini adalah metode sejarah yang terdiri dair heuristik, kritik sumber atau verifikasi, interprestasi dan penulisan sejarah. Peneliti pada tahap heuristik mengumpulkan sumber baik primer berupa memoar perjalanan organisasi seperti Buku Putih Solidaritas Perempuan  maupun sumber sekunder seperti buku yang membahas buruh migran dan Solidaritas Perempuan. Hasil dari penelitian menunjukkan bahwa sejak berdirinya organisasi pada tahun 1990 sampai 1998, Solidaritas Perempuan mempelopori gerakan perjuangan melawan segala bentuk ketidakadilan yang dihadapi buruh migran perempuan baik oleh PJTKI, Agen Pengerah Asing maupun dari Pemerintah. Selama kurun waktu tersebut Solidaritas Perempuan  juga mengalami beberapa kali perubahan bentuk organisasi dari hanya sekedar kelompok kerja yang bersifat voluntaristik, lalu berubah menjadi yayasan dan akhirnya bentuk perserikatan untuk menunjang gerakan perlawanan dalam spirit feminisme. Dalam penanganan kasus buruh migran perempuan, Solidaritas Perempuan melakukan pendampingan kasus, penelitian, studi kebijakan dan hearing dengan Depnaker untuk pekerja migran, pengembangan jaringan kerja dan edukasi melalui penerbitan laporan atau buku panduan

Abtract

This study aims to trace the history of the non-governmental organization Solidaritas Perempuan on the fate of female migrant workers during the period 1990-1998. The research method used in this research is the historical method which consists of heuristics, source criticism or leverage, interpretation and historical writing. Researchers at the heuristic stage collect primary sources in the form of memoirs on organizational journeys such as the Buku Putih Solidaritas Perempuan or secondary sources such as books discussing migrant workers and Solidaritas Perempuan. The results of the research show that since the organization's founded in 1990 to 1998, Solidaritas Perempuan has pioneered the movement to fight against all forms of injustice faced by migrant workers, either by PJTKI, foreign recruitment agencies or the government. During this period, Solidaritas Perempuan also underwent several changes in the form of the organization from just a voluntary work group, then turned into a foundation and finally a form of association to support the resistance movement in the spirit of feminism. In handling cases of female migrant workers, Solidaritas Perempuan uses a strategy of data tracking and research, mentoring and education as well as policy advocacy.
