Abstract


Abstract. The actions of top management determine the cultural set and the cultural climate which is manifested in the form of behavior, actions and attitudes of employees in every organizational environment. The purpose of this study is to analyze and interpret the role of management in the manifestation of organizational culture in the Biak Numfor Regency Government. With a qualitative research design, it is expected that complete and detailed data will be obtained using a case study approach, using research instruments; 1) interview guidelines, observation guidelines / check lists, and document notes collected related to relevant policies. The results showed that there was no formal managerial role in the organization in managing the potential existence of individual personal values that were still human. (1) the value ideal that exists at the level of perception of attitude alone is seen as a manifestation result because of its existence as an individual effort, even though there is no formal managerial incentive; (2) the value ideals that exist at the level of perception of knowledge which continuously exist at the level of work behavior attitudes, are seen as manifestations (informal) because of the transition at both levels.
