ESTIMASI PRODUKSI HASIL TANGKAPAN DENGAN PENDEKATAN MODEL EKONOMETRIKA PANEL DATA (Estimated of Catches Production on Panel Data Econometrics Model Approach)

Estimasi Produksi Hasil Tangkapan dengan Pendekatan Model Ekonometrika Panel Data. Rendahnya pemanfaatan sumberdaya perikanan laut karena kemampuan armada terbatasnya daya jelajah serta minimnya alat tangkap dan trip mengakibatkan terjadinya penurunan produksi hasil tangkapan nelayan di wilayah pesisir pantai Sulawesi Selatan. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang mempengaruhi produksi hasil tangkapan nelayan di wilayah perairan laut Sulawesi Selatan. Tujuan tersebut menggunakan metode analisis regresi berganda dengan pengujian multikolinearitas dan autokorelasi dengan pendekatan metode ekonometri panel data dengan fixed effect dengan data runtun waktu tahun 1986-2011. Hasil penelitian menemukan bahwa jumlah trip, armada Laut, dan perbedaan wilayah Perairan laut Kabupaten Barru dan Kabupaten Jeneponto berpengaruh positif dan jumlah alat tangkap berpengaruh negatif terhadap produksi hasil tangkapan di wilayah perairan Sulawesi Selatan. Sedangkan jumlah nelayan tidak berpengaruh signifikan.  Adanya pengaruh negatif terhadap produksi hasil tangkapan seperti alat tangkap maka diperlukan dukungan pemerintah ataupun stockholder dalam rangka meningkatkan produksi tangkapan misalnya jaring insang hanyut. berdasarkan Peraturan Menteri Kelautan dan Perikanan No.8 Tahun 2008. Sedangkan pengaruh positif seperti armada laut lebih ditingkatkan kekuatan Grosstonase-nya untuk mencapai fishing ground pada Zona Ekonomi Ekslusif yang lebih jauh. Hal ini telah mengacu pada program pemerintah tahun 2010, yaitu revolusi biru sebagai grand strategy dalam melaksanakan restrukturisasi armada laut nasional.

The low utilization of marine fishery resources due to the limited ability of the cruising fleet and the lack of fishing gear and the trip resulted in a decrease in the production of the catch of fishermen in the coastal region of South Sulawesi.
