PERANAN DINAS SOSIAL TERHADAP PENYANDANG DISABILITAS DITINJAU DARI PERDA KOTA MAKASSAR NO. 6 TAHUN 2013

Abstract

ABSTRAK: Penelitian ini bertujuan untuk: (1) Mendeskripsikan peranan dinas sosial terhadap penyandang disabilitas ditinjau dari Perda Kota Makassar no. 6 tahun 2013, (2) Mendeskripsikan proses pemenuhan hak-hak penyandang disabilitas ditinjau dari Perda Kota Makassar no. 6 tahun 2013. Untuk mencapai tujuan tersebut maka peneliti menggunakan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Dengan sumber data primer adalah Kepala Seksi Rehabilitasi Penyandang disabilitas, Staf Rehabilitasi Penyandang Disabilitas, Kepala Humas Panti Sosial Bina Daksa Wirajaya Makassar, dan Penyandang Disabilitas/Cacat. Data yang telah diperoleh dari hasil penelitian diolah menggunakan teknik analisis secara kualitatif dengan model interaktif. Hasil penelitian ini menunjukkan bahwa: 1) Dinas Sosial Kota Makassar di bidang Rehabilitasi Penyandang disabilitas telah berjalan baik dalam penyelesaian kewajiban dan tanggung jawab dengan peranan yaitu melalui kerja sama dengan pihak panti sosial, memberikan dukungan, mengalokasikan anggaran, membina dan mengawasi pemenuhan hak-hak penyandang disabilitas. 2) Proses pemenuhan hak-hak penyandang disabilitas ditinjau dari perda kota makassar no. 6 tahun 2013 terdapat pada pasal 36 ayat 1 yaitu melalui proses rehabilitasi medik, poses rehabilitasi pendidikan, proses rehabilitasi pelatihan, dan proses rehabilitasi sosial.

ABSTRACT: This study aims to: (1) Describe the role of social service to persons with disabilities in terms of Perda Makassar no. 6 of 2013, (2) Describe the process of fulfilling the rights of persons with disabilities in terms of the Makassar City Regulation no. 6 years 2013. To achieve these objectives, the researchers used data collection techniques through observation, interviews, and documentation. With primary data source are Disability Rehabilitation Section Head, Disability Rehabilitation Staff, Head of Public Relations of Bina Daksa Wirajaya Makassar Social Institution, and Disabled / Disabled Persons. The data have been obtained from the results of research processed using qualitative analysis techniques with interactive models. The results of this study indicate that: 1) Makassar Social Affairs Department in the field of Disability Rehabilitation has been running well in the settlement of obligations and responsibilities with the role that is through cooperation with social institutions, provide support, allocate budget, foster and supervise the fulfillment of rights persons with disabilities. 2) The process of fulfilling the rights of PwDs in terms of Makassar city regulation no. 6 of 2013 is contained in Article 36 paragraph 1 that is through the process of medical rehabilitation, education rehabilitation post, rehabilitation process training, and social rehabilitation process.
