IMPLEMENTASI PERATURAN DAERAH NOMOR 15 TAHUN 2011 TENTANG RETRIBUSI RUMAH POTONG HEWAN (STUDI PADA UPACARA ADAT RAMBU SOLO’ DI KECAMATAN RANTEPAO KABUPATEN TORAJA UTARA)

Abstract

Penelitian ini bertujuan untuk 1). Mengetahui implementasi peraturan daerah nomor 15 tahun 2011 tentang retribusi rumah potong hewan (studi pada upacara adat rambu solo’) di kecamatan Rantepao kabupaten Toraja Utara, 2). Mengetahui faktor pendukung dari implementasi peraturan daerah nomor 15 tahun 2011 tentang retribusi rumah potong hewan (studi pada upacara adat rambu solo’) di kecamatan Rantepao kabupaten Toraja Utara, 3). Mengetahui faktor penghambat dalam mengimplementasikan peraturan daerah nomor 15 tahun 2011 tentang retribusi rumah potong hewan (studi pada upacara adat rambu solo’) di kecamatan Rantepao kabupaten Toraja Utara.Sampel penelitian ditentukan dengan menggunakan teknik pruposif sampling, sedangkan pengumpulan data dilakukan dengan cara: Observasi, Wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa: 1). Implementasi PERDA Nomor 15 Tahun 2011 tentang retribusi rumah potong hewan (RPH) belum terlaksanan secara optimal, disebabkan jumlah rumah potong hewan yang ada di Toraja Utara belum mencukupi, 2). Faktor pendukung imlementasi PERDA Nomor 15 tahun 2011 tentang retribusi rumah potong hewan (RPH) yaitu tingginya antusiasme masyarakat Toraja terhada pelaksanaan upacara adat, khususnya upacara adat rambu solo’, 3). Faktor penghambat dalam pelaksanaan PERDA nomor 15 tahun 2011 tentang retribusi rumah potong hewan (RPH) yaitu: (a) Jumlah RPH di Toraja Utara, (b) Fasilitas yang belum memadai.

This study aims to 1 ) . Knowing the implementation of local regulation number 15 of 2011 concerning the levy slaughterhouse on signs ceremonial solo ' Rantepao in the district of North Toraja Regency , 2 ) . Knowing the supporting factors of the implementation of local regulation number 15 of 2011 concerning the levy slaughterhouse on signs solo ceremonies in the district of North Toraja Rantepao district , 3 ) . Knowing the limiting factor in implementing petraturan area number 15 of 2011 concerning the levy slaughterhouse on signs ceremonial solo ' Rantepao in the district of North Toraja Regency. The research sample was determined by using the technique of sampling pruposif , while the data collection is done by : observation, interview , and documentation. The results showed that : 1 ) . Implementation of Regional Regulation No. 15 Year 2011 concerning levies Slaughter House has not been done optimally , caused the number of abattoirs in North Toraja insufficient , 2 ) . Factors supporting the implementation of the Regional Regulation No. 15 of 2011 on rertibisi slaughterhouse on signs ceremonial solo , 3 ) . PERDA inhibiting factors in the implementation of Number 15 Year 2011 concerning the levy slaughterhouse namely : ( a) The number of slaughterhouses in North Toraja , ( b ) inadequate facilities .
