EFEKTIFITAS PELAKSANAAN KURSUS CALON PENGANTIN (STUDI PADA KANTOR URUSAN AGAMA KECAMATAN BIRINGKANAYA KOTA MAKASSAR)

Abstract

ABSTRAK: Penelitian ini bertujuan untuk mengetahui bagaiman pelaksanaan kursus calon pengantin di KUA Kecamatan Biringkanaya Kota Makassar. Faktor-faktor yang menghambat dan mendukung pelaksanaan kursus calon pengantin di KUA Kecamatan Biringkanaya Kota Makassar. Dan bagaimana Efektifitas pelaksanaan kursus calon pengantin di Kecamatan Biringkanaya Kota Makassar. Untuk mencapai tujuan tersebut maka peneliti menggunakan pendekatan kualitatif dengan jenis penelitian studi lapangan (field research). Penelitian ini bertempat di KUA Kecamatan Biringkanaya Kota Makassar. Sumber data dari penelitian ini adalah sumber data primer (peserta kursus calon pengantin di KUA Kecamatan Biringkanaya Kota Makassar), sumber data sekunder (berkas KUA). Teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Analisis data yang digunakan ialah analisis data deskriptif kualitatif. Hasil penelitian diperoleh data bahwa pelaksanaan kursus calon pengantin di KUA Kecamatan Biringkanaya belum sejalan dengan apa yang telah diatur dalam Peraturan Direktur Jenderal Bimas Islam No. DJ.II.491 tahun 2009 tentang kursus calon pengantin. Faktor penghambat pelaksanaan kursus calon pengantin di KUA Kecamatan Biringkanaya adalah kurangnya sarana dan prasarana penunjang seperti pengeras suara proyektor dan akomodasi kegiatan, waktu yang tidak memadai, sikap peserta suscatin yang acuh tak acuh, tempat domisili peserta serta tidak ditunjang sumber dana yang memadai. Sedangkan faktor pendukung terlaksananya kursus calon pengantian antara lain: a) semangat (animo) peserta untuk mengikuti meskipun hanya 218 dari 270 pasangan calon pengantin yang mendaftar pada bulan januari sampai bulan mei 2016 atau sekitar sekitar 80,74 persen dan hanya 52 peserta atau hanya sekitas 19,26 persen saja yang tidak hadir. Pelaksanaan kursus calon pengantin di KUA Kecamatan Biringkanya Kota Makassar belum dilaksanakan secara optimal, karena baru dilaksanakan 2 sampai 3 jam pelajaran dan belum sejalan dengan apa yang telah diatur dalam Peraturan Direktur Jenderal Bimas Islam No. DJ.II.491 tahun 2009 tentang kursus calon pengantin. Pada pasal 3 ayat (4) ditegaskan bahwa pelaksanaan kursus calon pengantin diberikan sekurang-kurangnya 24 jam pelajaran.

ABSTRACT: This study aims to determine how the implementation of the course the bride and groom in the District KUA Biringkanaya Makassar. Factors that hinder and support the implementation of the course the bride and groom in the District KUA Biringkanaya Makassar. And how the effectiveness of the courses in the district bride Biringkanaya Makassar. To achieve these objectives, the researchers used a qualitative approach to the type of field study research (field research). This study took place in the District KUA Biringkanaya Makassar. The data source of this research is the primary data source (of course participants bride in the District KUA Biringkanaya Makassar City), secondary data sources (file KUA). The technique of collecting data through interviews, observation and documentation. Analysis of the data used is descriptive qualitative data analysis. The results of the study data showed that the implementation of the course the bride and groom in the District KUA Biringkanaya not in line with what has been stipulated in the Regulation of the Director General of Islamic Guidance No. DJ.II.491 in 2009 about the course the bride and groom. Factors inhibiting the implementation of the course the bride and groom in the District Biringkanaya KUA is the lack of facilities and infrastructure such as loudspeakers projector and accommodation activities, a lack of time, the attitude of the participants suscatin indifferent, place of domicile of participants, and not supported by adequate financial resources. While the factors supporting the implementation of the replacement candidate courses, among others: a) zest (zest) participants to attend even though only 218 of the 270 couples brides who enroll in January until the month of May 2016 or about approximately 80.74 per cent and only 52 participants or just sekitas 19.26 percent are not present. Implementation of course the bride and groom in the District KUA Biringkanya Makassar City has not been implemented optimally, due to newly implemented 2 to 3 hours of lessons and not in line with what has been stipulated in the Regulation of the Director General of Islamic Guidance No. DJ.II.491 in 2009 about the course the bride and groom. In Article 3, paragraph (4) confirmed that the implementation of the course the bride is given at least 24 hours of lessons.
