Isu strategis kebutuhan tenaga terampil pemasangan Air Conditioner (AC) di Kota Makassar

Abstract

The role of Community Empowerment Organization in raising participation of youth especially those who dropped- out of school is still limited. It makes this organization developed slowly and got small attention from its community. The facts show that there are several obstacles in this organization in gaining people’s participation in developmentprogram, 1) structural barriers, (2) internal community barriers, and (3) obstacles due to lack of knowledge in participation method and techniques. Realizing the importance of this organization in supporting city development, Local Regulation number 41 Year 2001 about Guidelines for Establishing Community Empowerment Organization (LPM) in Makassar was established. This organization functions as government partner (district officials) in developing the city. Makassar (City of Daeng) has 1.769.920 citizens (Department of Population and Civil Registration, data on March 2017) which spread over 14 sub-districts. It still face several problems in city development which become the strategic and urgent issues that needs immediate handling, including empowering the unemployee which needs to get a refreshment in Pump Down Air Conditioner skills (storing refrigerants in the outdoor unit), cleaning and filling the freon. Air Conditioner used to be a luxury thing but it becomes a primary needs for houses and offices these days. The need of aircon is increasing rapidly along with the growth of Indonesia's population, especially in urban areas. This makes the demand of aircon service is increasing, as well as the technicians. Interestingly, the growth of technicians does not go along with the number of aircon production. Aircon is produced a million units per year, but the skilled technicians only three thousand. This realy is worsen by the technicians unpreparedness to meet the demand for Aircon service for residences, hotels and offices.
