PENGEMBANGAN KONSTRUK BUDAYA ORGANISASI DAN PENGUKURANNYA DALAM KEPEMIPINAN SEKOLAH

Abstract


Paper ini mendikusikan program penelitian pengembangan yang bertujuan mengembangkan konstruk budaya organisasi dan pengukuran efektivitas kepemimpinan sekolah. Budaya organisasi merupakan salah satu faktor situasional yang elusif dan kompleks. Kepala sekolah sebagai pemimpin perlu memiliki kemampuan dalam mengelola dan mengembangkan faktor budaya sebagai pendukung operasional kepemimpinan organisasi sekolah. Hal ini sangat diperlukan guna menghadapi tantangan-tantangan internal dan global guna mendukung penyelenggaraan pendidikan dalam mencapai tujuan yang dicita-citakan. Pengembangan model pengukuran kedua variabel didasarkan pada theoretical framework dan studi empirik dengan melibatkan 180 guru dan 20 orang kepala Sekolah Dasar di Kota Malang. Hasil kajian teoritik dan empirik penelitian ini menunjukkan bahwa terdapat sejumlah jenis budaya organisasi yang mewarnai organisasi sekolah dan menentukan model kepemimpinan yang diterapkan di sekolah. Implikasi studi ini adalah bahwa kepala sekolah sangat berkepentingan dalam membaca dan memahami kecenderungan budaya yang berkembang di lingkungan kerja. Mereka diharapkan menyesuaikan pendekatan kepemimpinan, sekaligus melakukan perubahan-perubahan budaya jika diperlukan guna menjamin keberlangsungan proses kepemimpinan. Untuk memperoleh kesimpulan-kesimpulan komprehensif, penelitian lanjutan perlu dilaksanakan dengan fokus pada variabel-variabel dan konteks yang berbeda.
